Sir, the river water is damn clean and quite deep. That's why I make the shadow quite further from the boat itself.
The NPCs are completely hostile to both sides because they're mercenaries with lots of heavy equipment(400+ HP). They usually hide in the bushes or trees with total of 6-8 men in a squad.

Ignore the black lines...? Are those the green walls?
For the green tiles (The one looks like a wall or obstacle), use wall w/o shadow property if it's a wall, and use obstacle w/o shadow if it's an obstacle.
Also for the river use "info_tileFX" entity.

Those are obstacles. Oh, about the chain of trigger commands for fake tank function.. Damn I forgot how to make it!
Yeah for the green obstacles (lol) use "obstacle w/o shadows".
You forgot it - LOAD THE MAP IN THE EDITOR AND EXAMINE IT!
